I don’t think that General Flynn has ever wanted a ‘pardon’.

He seems to want exoneration.

It looks like the @$$ of a judge is holding up the conclusion to Flynn’s case and makes it sensible to pardon now. I am sure Trump wanted all the legalities to play out as necessary, but the @$$ has his heels dug in and Trump needs Flynn.

If his case is dismisse3d he gets the fruits of his life’s labor back, his pension, fees, etc.

A pardon gives him freedom, but does NOT pay him back for what he lost.
