I would think that this is private medical information, a privileged communication exempt from public inquiry or examination, like any conference with a doctor or priest.
How about making the much more lethal AIDS-infected individuals carry an ID virus card and badge? and be "locked down" or more properly to the point, quarantined for life? That would have throttled its spread, a protocol the politico-medical community have refused to put into practice.

For years the pesky libertarian streak in my's conservative soul has persistently set me against any idea of a national identity card.
Living in Germany where everybody is registered and the police know where everyone is, it is uncanny in my rural area how much the police are aware of. In my early days I had a traffic accident and the cop told me that he would have to issue me a ticket tomorrow depending on whether he found a violation. I asked him if he wanted to see my license and he replied, "no, I know who you are, you are the American who just moved into the next little village." They know.
Yet nothing untoward has happened to me at the hands of the police in Germany as a result of their scrutiny and my lack of anonymity.
Suppose America had a national identity card? What kind of election would we just have had? Would it have been more honest? Would Trump have been reelected?
Suppose America had a national identity card? Would the immigration and employment situation be much improved? Would there be at least 11 million and probably 20 million illegal aliens in America competing for jobs and welfare?
Perhaps we ought to weigh the utility of a national identity card against my pesky libertarian predilections.
