For those with the resources and time work to educate and help people who are traditionally Democrat voters. Set up a training program at an inner city church, or hire some people from a place that traditionally votes Democrat, or just find and support some conservative college students.
Slowly but surely teach the ideas of freedom to the people you are helping out. Over time they will learn the benefits of being free people. And then they will vote for their freedom instead of against it.
In many states parents would be grateful right now if you could step in and educate their children in general! Schools dysfunctional.
