Yes. Obviously they are going to be sued for doing that. Arresting a minority more than once shows the same disproportionate enforcement as the statistics on school suspensions of minority students.
There are non-minority families at home eating a family dinner and playing Monopoly or Candyland together for the holidays and they were not arrested even once. Discrimination.
