I think what he’s saying is it doesn’t matter who the majority leader is, Republicans will cave and there are several Republicans ( like Romney and Murkowski ) who might as well be Democrats anyway.
And this is where the author gets an absolute F minus in civics class: Nothing happens in the Senate without the Senate Majority leader’s approval. If Mitch doesn’t respect a candidate, he doesn’t schedule a vote. End of topic.
