Somebody is running his account from the outside, or he’s in a prison where they allow limited computer use that are monitored by the prison system.
I don’t know the rules about phone usage to pass on Twitter messages.

I get it, he’s a zany celebrity that was funny. And the lady he was conspiring to murder almost certainly conspired to murder her own husband so she’s no innocent victim. But he did conspire to murder someone. Don’t think he’s the poster child for ‘deserved a pardon’

You have to pay the stated price. Most of the people pardoned were quite wealthy and able to fund the offshore accounts easily. Rap stars and swindlers of various types. Joe Exotic is broke, what can he bribe them with?
