Cannot speak for other religions, but I can address your comment as it relates to the Catholic Church. Moving some pervert priests has been a way that some corrupt bishops cover up for the perverts.
The policy of moving priests around has more to do with keeping priests as spiritual guides to their flocks rather than letting them settle in and become familiar members of the family. It is often difficult for the parish and for the priest when a priest is assigned to another parish, but it is all part of the set-up.
These sexual perversion incidents, while sensational and headline-grabbing do not represent the behavior of the vast majority of priests or of the clergy of any other religion, but that does not stop some people from generalizing.

We had about a 30 yr old, show up 1 Sunday, he just was real nice, loved being around kids, filled in on the organ, helped around the small church, This went on for a few Sundays, 3 people including the Pastor had one of those warning dreams, like Joseph did, that he was a danger to the kids. Pastor kept quite watching and waiting to see if others had similar dreams, He was approached after service by the other 2 who had similar dreams. Guy never came back after he was told he was NOT welcome.
Nothing we could prove except he was too good to be true. Assembly of God believe in such dream warnings, speaking in tongues as they did on day of Pentecost, and laying of hands on the sick.
