Bill Clinton had about 100 government lawyers working on his impeachment besides all his own personal lawyers. The press release I saw 20-some years ago implied they came from all over the federal government - so if you were a Clinton supporting lawyer in, say BATF you could just exclusively work on the impeachment and get paid by your regular department.

There were probably a few hundred others in support roles as researchers, bribe/blackmail operatives, administrators, etc.
