Speaking of dumb members of Congress, we should never lose sight of the fact that the mean IQ is 100. There are somewhere between 7 billion and 8 billion humans on the planet. These two simple facts reveal that there are hundreds of millions of people walking around with IQs of 100 or less.

So to your point, it doesn't take smarts to win elections. It only takes enough drive and influential backing. I have no doubt that plenty of elected and appointed officials are in the 100 and under range.
