Louisiana Considers Constitutional Carry in 2021

A Louisiana legislator, Danny McCormick, Republican, has filed a Constitutional Carry Bill in the House, HB16. It has a chance of becoming law.

Constitutional Carry is a close approximation of the state of law which existed concerning the carry of weapons when the Second Amendment was ratified in 1791. At that time, no permit was required to carry weapons, either openly or concealed.

The Louisiana legislature has strong Republican majorities in the House and the Senate. 27 – 12 in the Senate, and 68 – 35 in the House, with 2 independents.

Democrat Bel Edwards is governor. He was re-elected in 2019 with 51.3% of the vote, and is term-limited. He will not be able to run in 2023.

Governor Edwards signed three gun law reform bills in 2020. He might be willing to sign a Constitutional Carry bill. Governor Edwards says he takes a backseat to no one in protecting the right to keep and bear arms.

Here is the HB16 summary and sponsors:

Bill Summary

AN ACT To amend and reenact R.S. 40:1379.3(B) and to enact R.S. 14:95(M), relative to the illegal carrying of weapons; to exempt certain persons from the crime of illegal carrying of weapons; to provide relative to concealed handgun permits; to provide relative to the authority of a person to carry a concealed handgun without a permit; and to provide for related matters.

I’m surprised he managed to get re-elected, he hit Louisiana with the greatest tax hike in the history of the state, I didn’t think he would be very popular after that.

Typical of democrats, he never saw a tax he didn’t like. Before I moved back to Texas from northeast LA, I made a few trips here. 5 hour drive. I would fill up in Shreveport before I got to Texas, because gas was 20 to 40 cents more. I’d then wait till I got back to Shreveport to fill up again.

I went to a U Pull It car parts place after Edwards was elected to get some car parts. After gas for the 2 hour trip it was still 20 bucks cheaper than junkyards here. STarted looking for gas before I came back. It was 9 to 28 cents MORE than here in Texas when I left home that morning. So I did some digging, found out Edwards had hit LA with the greatest tax hike in the history of the state.

One of his first actions was a tobacco tax that Bobby Jindal had shot down twice. (before I quit smoking), I could get smokes cheaper in LA even after gas for a 1 1/2 or 2 hour drive (depending on location). No more after Edwards and democrats, same 2 dems that tried it while Jindal was guv. Price was then more than Texas after he signed onto a tobacco tax.

Now with biden pretending to run things, I don’t want to know how much gas is in LA...or tobacco...articles I read when I looked into it said LA taxes were up there with New York and Wackifornia, highest in the country.

So...maybe he’ll sign an open carry bill, surprising for a democrat, but as far as I know he hasn’t tried to shoot down the existing concealed carry bill. It’s been in place for many years, and when I lived there it was legal to carry in your car, as long as it was concealed, same as here in Texas now. I was surprised when a friend who was a sheriff’s deputy told me to put my .22 in the console and keep it there with a box of ammo. Just after Katrina, we knew a lot of unsavory people were headed our way. He was the one who told me LA considered your car to be an extension of your home, for self defense purposes. The only difference is at home you don’t have to keep a gun concealed. Mine were all visible at all times. Pistol (.22) stayed on a bedside table, shotgun leaned against the wall beside it.

I don’t know that much about Edwards, but maybe he won’t fight this open carry bill.

I think the Gov will sign. Thus we can add another State to the list. Soon...
