Gas taxes are already spent on a myriad of non related graft, etc. Leaving inadequate funds for highway and infrastructure maintenance and new construction.
So rather than just raise the tax, they want to create a new double taxation, to fool their weak minded constituency. You are correct, this is all about direct Federal control of any citizen’s freedom of movement and engaging in commerce. There has to be a way of accounting those miles for Buttigieg’s scheme to collect, and it will not be voluntary.
This is such an awkward lie that Buttigieg had to walk it back. Someone might figure it out. No matter, they will resurrect this creature in some other incarnation, and they are just getting started.

1. They thought the mileage tax was a good idea. With some obvious concerns about privacy and the impracticality of collecting such a tax, it's actually not a bad idea.
2. Someone sat down and explained to Butthead that the Federal government doesn't even have the authority to register vehicles or license drivers ... so there's no way to impose such a tax without establishing a national DMV that nobody would ever want.
