Personally, I think it is ridiculous.
However since people who have children pay dearly to raise them, they need not to be paying to raise other’s children.
You haven’t paid social costs of children so I guess you are supposed to educate them
Which I do, by paying taxes that fund public schools. If you want to educate your kids at home or in a private school then you're free to do so but you're on you own in paying for it.
