The U.S. has even “de-MIRVed” its ICBMs so each carries only one warhead, not multiple warheads like those of Russia, China, and soon probably North Korea, that are optimized for striking first to disarm the U.S. nuclear deterrent by surprise attack.
For example, Russia’s SS-18 and China’s DF-41 ICBMs carry 10 MIRVed warheads, so just 50 of these missiles could deliver 500 warheads in 30 minutes to attack all U.S. ICBM silos, bomber bases, submarine ports, and other military targets. Russia’s new Satan II ICBM can carry up to 40 warheads.

I doubt it would be very effective given the velocities involved. Also, the nuke might be detonated above the Iron Dome's operating area (especially in the case of EMP).
If we de-MIRVd our nukes then we've put our heads on the nuclear chopping block.

We’ve been lied to by anti-defense interests for generations about the effects of nuclear weapons attacks. It would be quite survivable and with good health for most. Iodine-131 decays out very quickly and is the most dangerous isotope. Cesium takes much longer to decay (radiate) but is not dangerous unless ingested. If ingested (say, by fish or other animals), it decays out much more quickly. Rains would wash cesium down into low spots and into the ground fairly soon in most places (with enough rainfall). Second-generation animals would be safe for consumption.
