I imagine that ropes in various configurations might be common at a construction site - to secure gates, to raise and lower things such as tools, and for other purposes.

Would a construction site typically have security cameras to protect the site from off-hours thieving and vandalism?

Give the General Contractor a change order to fence the site, adding access control and more security cameras and to have the GC take out an Extended Coverage Builder’s Risk policy to cover theft and vandalism.

When Owners remain too much in control of a job site this is the crap that happens. They can keep their inspectors in their trailer, just give the GC site control and tell him that the problems are his.
