McConnell said Biden held 2 press conferences. The first said "we have a deal". Then he had a second press conference and said "But I won't sign it unless you release the 2017 package...so we can manipulate it (IMOW).

McConnell did a press conference and did everything short of calling Biden a political prostitute.
