not really directed at you, but the developers died about 20 years ago. The buildings were built in the 80s, and my guess is that the developers were already old at that point.
essentially, this building collapsed because of poor maintenance and poor management of the maintenance.
One could also say that the build itself was poor because it didn’t account for the pool run-off and the damage it could do to the ground and the infrastructure supporting the building.
If not the developers, then the owners, public officials who signed off on bogus inspections, looked the other way.
