“the indictment was handed down in Westchester County, not in Manhattan, where the alleged crime took place.”

I thought it was normal to indict and try cases in the county where the crime occurred. Are the DA’s going out of Manhattan because they can’t get indictments there regardless of the evidence?

It only has to be within the federal district. Counties don’t mean anything in federal court as long as they are within the district. This judge is completely wrong and will likely be overturned on appeal if the USAO decides to appeal it.
