They are lying. Peru used statistics to adjust their death rate, specifically assuming that all increased deaths were from COVID. That's not even true here in the US where the increase in deaths was 511,000 (2019 to 2020) and the official toll from COVID was 370,000 and we know that was exaggerated in some states.

Out of curiosity does anyone know what specific vaccine is being used in Peru and other South American countries?
Astra/Zeneca is being used in Britain and does not seem to be as effective against the delta variant as Pfizer or Moderna. So far Pfizer and Moderna seem to be effective against the previously known variants. It will be important to know if people vaccinated with Pfizer, Moderna or J&J are susceptible to this or any other variant and to what extent.Mock the vaccines all you want, but right now ICUs in the US have very few COVID patients and the death rate has dropped to very low levels since 60% of the population has been vaccinated.
