I agree, I have a friend with a 20 unit building that needs to evict 15.. some are over a year behind..

none are interested in doing much of anything to pay the back rent. He thinks they all think the government will pay it for them.

Sadly, they are probably right.

This is a delaying tactic to tie it up in the courts (again) for a lengthy period.

Whenever Trump issued an EO, the RATS would find a lefty judge to immediately override it.

Why should the courts wade into this? I can conjure many alternative reasons for Kavanaugh and others who wish to defer. Congress signaling an intention to take up legislation, for example - let it proceed rather than muddy the process with a ruling.

Notice that Kavanaugh objects only because there is not a specific grant of authority from Congress to CDC. IOW, Kavanaugh says the moratorium would be fine if Congress issued it.

SCOTUS is part of the swamp.

That was painfully obvious when SCOTUS ruled Texas and other states HAD NO STANDING to sue other states that violated state laws in conducting their elections. They are in on the communist takeover of America.

Where do "We the People" turn to? Is there any institution left to defend our rights?
