They were called "internal passports" and were required even for traveling from city to city in the USSR.
The Russian Federation still currently has them as do China and North Korea.

Yep, forgot about Texarkana. yes, same thing, where you cross the street and are in another state. How far will they go to enforce interstate travel bans?
I sure hope this trial balloon got shot down. I hope everyone understands we need the massive security of a police state to enforce such restrictions on our freedom of travel.
And I personally have ongoing frustration, that these draconian restrictions, are all over a virus which while serious, is not deadly to the vast majority of people. We have treated this as if it is the return of the Bubonic plague from medieval Europe.
