Well sure. This being politics and diplomacy, I expect it to be used as a cudgel. But the truth is probably closer to “there is a report about everything” in government archives, files, shelves, desk drawers etc. Hundreds of thousands of worker bees all filing papers and reports and dire predictions and whatnot. Whichever way this event broke, there would exist a report suggesting the opposite.
There are probably lots of reports about the need to replenish PPE supplies, stockpile medicines, you name it.
