The article says they never reported the shooting incident, describing it instead as ‘fireworks’.
So this may be the real reason for suspensions.

This was not police business; authorities should have sent a social worker to talk with community citizens about choices which lead to less-than-favorable outcomes.
Deescalate the violence.

The guy didn’t ask for help.
His friends didn’t ask for help.
The guy tended to his own wounds and walked AWAY from the cops.
This sounds like proper policing to me. Sure - it’d be nice if the police were good samaritans and I’m sure if DeBlasio were there he would’ve not only rendered first aid but offered him free food from Shake Shack and free money from the working men in NYC.
But the police were and are doing exactly what DeBlasio wanted.
