That’s an opinion.
Mine is that it will be EXACTLY the same. She’s no more or less competent and won’t be calling the shots in any case. The cabal behind the curtain will make sure of that.

My bet is that things will get worse. Much worse.
That is not because of a potential Harris Presidency. As you said, the cabal behind the curtain is call all the shots no matter who the figurehead President may be.
It is an inconvenience to them that Biden has declined more rapidly than anticipated and must be replaced ahead of schedule. It is even more awkward that Harris appears unwilling or incapable of following their directions.
These problems can be solved.
The cabal is destroying the United States just as fast as they can, while ripping off as much as they can for themselves. They imagine themselves as a new aristocracy with unlimited power over an impoverished peasantry. They will press for that "Great Reset" as long as they live. They have a long tail of minions and camp followers who are hoping for some piece of the action.
That is why I expect things to get worse.
