those thousands of Afghans are intended to be distributed/seeded into the Red voting precincts.
They need more bodies to make electoral fraud less conspicuous
That may be the case, but I highly doubt they'll end up staying in them. They have a tendency to congregate. They'd have to chase the more Conservative residents out, in order to take over a community. That might be a bit tough for them to do. Maybe they'll move to Minnesota or Michigan.
