No, he let his attitude over-rule his judgment. He knew she wasn’t impaired so a DUI/DWI charge was unwarranted. The officer was a dolt for arresting her. (Sources in DPD confirm he is not the sharpest tack in the box).
Brits can also arrest you for DUI/DWI before you get in your car. We are not Britain.
Correct, pull her over to investigate. Ticket as required. Arrest for DUI/DWI? No indication she was intoxicated, and many times people are angry, pissed-off or uncooperative when pulled over, and that doesn’t mean automatically they are drunk/high. . .unless you are an idiot and want to arrest because you are pissed-off. Arrest because you are angry for being disrespected is illegal.

Not saying we should adopt the rest of the British system, just pointing out that the technology exists to provide a more objective screening than a stupid “walk in a straight line while holding your hands out” test. Some of those FST exercises I would fail - not because I am under the influence, but because of damage from motorcycle crashes, I simply *can’t* perform them.
Mrs. West does seem a bit disconnected through the video, though. I would also point out that DPD has been cracking down on DUI lately, so it’s possible the officer was instructed that if there was a question they should arrest first and let the courts sort it out. I very much doubt this was targeted.

Yes, but unless you are implying that Mrs. West is having ‘relations’ with the minor in the car, that didn’t apply here. The only other occupant of the vehicle was a minor.
She totally failed at situational awareness.
From what I see in traffic daily, many of them absolutely can’t. I run a dashcam in my cars and a helmet cam when riding a motorcycle for liability purposes and it’s astounding how many people can’t do two things at once.
