The problem is more that islam as a whole is responsible for 9/11 moreso than the individual.
It’s how it was founded, and taught, and so on. So on that I say they’re all culpable. I will give the offspring their chances though, not their fault unless they were involved.
Right now, it is influences by the sect, Wahhabism. Saudi Arabia is part of that sect. So they are extremely influential and Muslims became radicalized. Ottoman Turks were not as radical, if I'm not mistaken.
