If so- why didn’t they kill him? I don’t necessarily disagree, but if it were a hit, why isn’t he dead? I’m not familuar with the area, but it looks remote. How could a shooter miss?

A cheap hit man or a distracted hit man .
There are few good roads in that area .
I assumed on coming traffic startled the shooter .
