Translation here is that Tesla will build a scaled back shrimp-mobile in China for the Chinese market. EVs are selling big in China. Chinese will accept such small cars because the Chinese are smaller than Americans. After a few years some cars might be exported to the US. No steering wheel and being autonomous is a load of BS put out there to create a buzz.
Building these cars in China, of course all exclusive Tesla tech will be hacked and stolen within three years.
