Hildy I think that #2 can only happen with photo manipulation like photoshop, a the presenter indicated, not that it reflects something after the envelopes were opened. The envelope flap they showed was a graphic printed on the envelope. The stamp should have crossed over the graphic of the flap but instead the flap graphic overlaid the stamp. Those may have been printed that way, already approved & someone screwed up the layout.
Go after the printer.
Bet he will roll on the higher ups.
