I believe most of the counties in the entire country used Dominion staff to set up their election domains and scanning of the ballots. Fullton county, PA did and small counties don’t have the staff to do the work. It is highly technical from what i can see from their manuals. Fulton county PA did not even get the training from the Dominion in time for 2020. based on the Wake Tsi assessment.
