Well, it takes time for scribes to copy the paperwork. Also, the scribes may need to be hired. This involves jumping through a huge amount of regulatory and affirmative action hoops to get them on board and copying the requested materials. Then you need checkers to ensure that what the scribes wrote is indeed a true copy of the original documents. Also, vellum parchment is expensive and difficult to find.
