Howie Carr,a great Boston talk show host (and huge Trump supporter),just talked about this an hour ago. He played a clip of the Senator asking her this and her "I can't answer that" response.

Howie's comment to that response: "you just did".

And that's exactly correct.If the answer was "no" she would have said so...clearly and emphatically.
