Democrats' attempt to change Senate rules to pass the voting rights bill failed Wednesday night, with Sens. Joe Manchin (D-W.Va.) and Kyrsten Sinema (D-Ariz.) voting with Republicans.

There is no carveout end of filibuster for this bill.
After losing the vote to end debate on the bill 49-51, Harris went home, and the special vote to “carve-out” the filibuster for this bill only failed 48-52.

Schumer wanted it off the table to protect himself in the primary. Schumer is on record being for and against the filibuster rule. He could be labeled a hypocrite. He must not want it discussed before mid-terms.
