Okay, I've got it. A three-part revision to Article 1.

1. A supermajority of no less than 60% of both Houses of Congress is required to enact any new piece of legislation.

2. A submajority of no more than 40% of either House of Congress is sufficient to remove an existing piece of legislation.

3. All legislation shall have a sunset of no greater than three years. Prior to its sunset, the legislation must be re-voted.

I think this modest proposal is worthy of support by all liberty-loving Americans.

I would add that no regulations from federal agencies are binding until Congress votes on them, and are signed into law by the President.
