From the many combat vids I’ve seen over the years, he looks a lot like a Russian separatist from Donbas, most of whom are bearded and wear similar headgear.
Fires once at the building, looks up and thinks “oh sh1t, good thing I didn’t kill anyone inside”.

The fact that the guy is surrounded by dumbasses with cell phones just means this is a recent picture. The same thing could happen almost anywhere in the world these days.
