I only play an attorney online, but when a judge issues an order, isn’t the order supposed to be followed unless a stay or temporary restraining order is issued, pending the appeal?

The judge should issue warrants for arrest.
Those school officials should be brought before him and each
sentenced to serve one year in prison, not an hour less.
