The building is owned by the federal government (Pennsylvania Avenue Development Corporation), and Trump’s organization leased the property and redeveloped it. In order for Trump to be able to collect the $375 million, the government has to approve the assignment and assumption of the lease from Trump to CGI.
If the government revokes Trump’s lease, the sale falls through and the hotel closes until a new operator is found. I’m not sure who would want to do business with the federal government when a lease can be cancelled at will by which ever political party controls the White House.
