Isn't that exactly why uniformed police in civilized countries have their names on their uniforms?
I honestly don't know if there is a requirement for a police officer to display his or her name; there is a requirement to display a badge number. (Police officers wearing a black band after one has fallen in the line of duty are expressly prohibited from covering the badge number with it.)
In any event, a name isn't unique; a badge number is.
