Wouldn’t most of these be purchased on loans? I assumed most of these trucks are actually “owned” by financial institutions.
Those auctions were called “Penny Auctions” during the Great Depression. I doubt they would work today with online auctions... they need the threat of a crowd.
At best, people who purchase this equipment should be publicly exposed. After all, it would be a sale of ‘public’ property, the public has a right to know, exactly, who purchased the trucks.
