Is there a chance that Beijing could view the failure of Three Gorges as a reset, not a negative? That the countries population has become more of a burden, than a positive.
Taiwan has been under the same government as mainland China only 4 years out of the past 126 (since 1895). It was only a few hundred years ago that the island began to be settled by Chinese—the original inhabitants were not Chinese but related to the Polynesians.
