From what has come out so far this is sounding more like a domestic with lousy shots. While I have never been to Dumas myself I was married to a wonderful woman also from Desha County in nearby McGehee a few miles from Dumas. I watched the video of the man who represented the festival. I see nothing wrong with such a festival I would encourage it minus the shooting which My guess is the other 4000+ in that town all could have done without. Desha County was poor in the 1950's and still is today. That issue isn't one of race there but just isolation. These towns were railroad towns. The nearest big city IIRC is Greeneville, MS.
My wife was partially raised in McGehee in her childhood and partly raised in East Tennessee where we would meet. Despite having to struggle from a sole income of a Boarding House her grandmother owned and operated dependent upon railroad workers renting rooms she loved living there. Some friends white and some black. In about 1965 she left the area for good after her freshman year at MecGehee and came back to East Tennessee.
I do have a cousin who was an instructor for Arkansas Emergency Management he said growth in the Desha area has been slow. I also remember my wife telling me her freshman year she took Arkansas history. The teacher had them recite the state motto and they all laughed. "The state of opportunity". This gathering seemed to be to promote opportunities for the area. I can remember my Mom when I was a kid she was the PTA president. They held school fairs to raise money for school projects. What's the difference?
These people seem peaceful to me. It is a small town of 4000. The organizer to the fundraiser seemed genuinely shaken and I would also bet his family has lived in Desha County since the 1850's.It's the mans home and the communities home. My guess is the shooter will be going to the next neighboring town Stuttgart where a state prison is.
