I surmise what the White House is maintaining is text, while what Joe has said about Russian regime change more than once is probably subtext. If you are Putin you are hearing the subtext primarily.

The imposition of the sanctions has actually given Putin a freer hand to respond. He has little reason at this point to hold back from devastating the petrodollar by trading oil for physical gold.

Putin presents a greater threat to the petrodollar than did Hussein or Gaddafi, and look what we did to them. So yeah, he’s hearing that subtext.

Hate to say it, but the prepared teleprompter remarks might well be the falsehoods, and Joe's unscripted comments could indicate the administration's real intentions. Think back to the 2020 election, when Joe spontaneously mentioned that he had the best election fraud organization in politics, and the other time when he told the audience that he didn't really need their votes. Some people with brain injuries lose their 'filters' and will blurt out the truth (as they know it) without any thought of consequences, to themselves or others; Joe may be doing exactly that when he "goes off script."

I'm guessing that Joe let slip the truth (as he did before the election) - the Dems are planning military intervention in Ukraine, with an associated push for "regime change" in Russia. It's just a matter of waiting for (or fabricating) a suitable excuse, like a 'Russian cyber-attack' on the US or 'chemical weapons' use in Ukraine, and timing things to make sure they can get 'emergency election procedures' in place by November...
