Yes of course. Even back in the days of limited wars (which we may be back to), where wars were fought over the succession of an electorate or ownership of a sugar-island or commercial advantage in India - well, they WERE enemies whether the grenadiers were marching or not. There were “cold wars” spanning centuries.

But thats what they did, those “environmental groups”. They were cutouts. Also note payoffs to media organizations.

It absolutely does make sense that the Russian government would make such expenditures in an effort to advance the interests of the Russian people.

Wouldn’t it be great if the America government spent money to actually ADVANCE the interests of the American people instead of trying to weaken America and impoverish its citizens?
