The fix is in, and has been for a year. They wilp approve, by a small margin. They swap favors and draw straws for homvotes which way. But the outcome wws pre-decided long ago.

The question of why he flipped gets to the question of what Romney thinks he’s there for. I see it as a psychological question. The key here may be the fact that this vote is high profile. Mittens wants to be seen as in opposition to the conservatives. The vote last year didn’t have all these leftist talking heads bemoaning the awful racism of those Republicans who were opposing her.
