This is a very strange assertion. Perhaps you read Chinese state propaganda. (not being sarcastic or dis-respectful in any way)
India refuses to talk to China about anything except Chinese violations of the Border treaties. India has now realised that any treaty with China will exist only till the Chinese need it. Then it will be violated. There will ne no mutual agreements any more.
India needs Russia only to counter China. Thanks to Nixon, India became dependent on Russki weapons. Also important to India is the Russian Veto in the UNSC, which has shielded India from both Chinese and American resolutions. France also shields India but that one is at risk every general election.
