I love those kind of solutions.
I still think they should mine the unfenced areas if the border with smart weapons, mines you could turn on or off. Probably most of the time turned off, but trespassers would never know. Maybe two or three people would be blown up, then crossings where there is no fence would stop. 2-3 people would be hardly a loss compared to the hundreds that already die in this process. (Sort of like the concealed carry deterrent).
