It wasn’t poor taste for a woman of her generation to touch up her lipstick in public. It’s actually a sort of iconic feminine behavior in lots of old movies. We had very nice compacts to show off :-)
It was always very bad manners, especially for a woman of her age, class, and job description.
FWIW, I think in addition to serious health issues, the queen is cognitively impaired.
