The FBI needs to be completely disbanded. It’s irremediably corrupt. All the senior leadership needs to be fired, stripped of their pensions, and put in front of Grand Juries.
While we are at it fire the entire SES and their staffs.

I don’t know if it needs to be dissolved. The key is that government officials are breaking the law with impunity. Start sending powerful people to jail and all federal agencies will be reined in.
