My guess is he was so damn drunk they had to wait until he sobered up some.

He called his lawyer. Lawyer told him not to take the breathalzier while the lawyer sped to the location. Cops told lawyer that Pelosi failed the field test, etc. and denied breathalizer, so he has to have a blood draw for alcohol levels from a medical professional. This takes 30 min - 1 hr. Whole process took 3 - 4 hours before booking.

The longer the delay, the lower the blood alcohol test will read. He might beat the blood test by that delay.
The breathalyzer test is less accurate and can be refused in many States. The blood test requires a delay while they get a qualified medical assistant to do the test.
A competent lawyer would always tell a client to insist on the blood test if the State permits that.
This man could get off without charges, even without the political pressure that has undoubtedly been exerted by now.
My expectation is that charges will be dropped. The "Rules" are for us, not for them.
