I am not ‘rooting’ for the Russians. There is much unclear about this war and to be honest, I’m not always certain who the Bad Guys are. That being said, it is strange that a country as big as Russia would not be providing their troops with foods.

The Russians are fundamentally incompetent. That is why the Ukraine just might win the war.

Not if you consider the corruption that is a way of life in most of the former Soviet States, including Ukraine.
An oligarch buys his position either outright or with the promise of kickbacks. His primary concerns are;
Kickbacks and bribes. Gotta make good on the 10% for the Big Guy in his area. Especially in the beginning.
His own profits. An oligarch needs his palaces, mega yachts, private planes, high end mistresses. Not enough to have the stroke you have to show it. The more bling you show the more you are respected.
Family and fellow oligarchs. The successful oligarch knows how to build and maintain his base of support. Don’t take care of yourself by having a solid base of support and you either go to prison or sleep with the fish.
That is the short list but you notice that actually doing the job you bought isn’t on the list. No one expects you to actually be efficient at producing anything but profits.
Say you bought the position to supply the military with rations for use in the field. You look at the inventory and determine you have enough rations to feed the military for one year. You confidently report that all is well for a one year operation. Everyone is happy. Nevermind that the rations are 20 years out of date. Everyone has made money and nothing else matters.
They all steal from each other.
